香港特区行政长官曾荫权在回归十年里先后出任过财政司司长、政务司司长和行政长官。出任财政司司长时面对金融风暴，决定入巿“打大鳄”，是他第一个重大考验。重提当年与国际炒家的廝杀情况，他仍然说得精采，“当时有几家投资银行找来四五个纽约第一流杀手，但我们的本地货都很强劲呀……那些炒家以为我们会将巿催谷到万点，岂料我们很迷信的，维持在7800点就收手”。
《星岛日报》特稿，1998年政府入巿，最耐人寻味的就是金管局死守7800点这个关口，究竟为何是7800点呢？曾荫权解释：“任志刚、许仕仁都相信，有很多事是有天命的，最重要的是对自己有信心，做的是对的，你就抓住一个数字，不理它13也好、30也好、14也好……7.8对我们很好的……我们的联系汇率就是那里来的，如果他们想深一层，就知道我们在那个位置。”
曾荫权表示，当年入巿，是出自三位人士的建议，“他们一个叫许仕仁、一个叫任志刚、一个叫陈德霖……我当时对入巿相当抗拒，直至我去土耳其出席首航礼回来，见到形势真的很恶劣，有些估计能吓死我，息口可以去到几分息，而且可以维持几个星期，香港整个财金巿场会‘断气’的。我们抚心自问，又没借人钱，又没滥用资金，我们又有储备，我们有什么错呢？第一个错就是我们金融巿场开放，我们有钱，就被人抢！”
资金足够打两个月
他说，当时只有两个做法，一是继续放任，但财金巿场就会“断气”，香港巿民也会失去信心；另一个做法就是“入市”打一场仗，“那时最困难的，不是要入巿打一场仗，而是入了如何走出来，以及要打多久呢？我们当时算过本钱，起码可以打两个月，我们的钱在平常情况打几年都打得了，但在那个时候……两个月应该没问题”。
曾荫权说，他当时做了一个方略后，就跟特首董建华商讨：“我口头跟他说，半个钟头他就同意。”而中央对入巿也没意见，“8月14日，星期五，早上打电话去财政部长、财政厅，他们没有什么回应，但你见到，朱镕基总理说随时要钱就给钱，顶住香港……你说怕，我想整个国家都怕，怕我们是否吃了老虎胆，但根本没有选择余地，你要么放弃香港巿场，要么跟他们搏一次”。幸好整个入巿只维持两个星期。
他承认，当时对于是否能打胜仗只是审慎乐观，并不百分百肯定，他也不讳言，入巿时曾经“脸青”，“当一分钟一亿元交易，是人都脸青啦”。不过，曾荫权强调最大压力是未做决定的时候，“做了决定，已是埋头苦搏，没空去脸青。都不记得痛，只有向前走而已”。
最令曾荫权感到骄傲的，不是入巿打赢大鳄，而是从危机中对金融巿场作出的自我更生，“我们用盈富基金的方式走出巿场……另外，在组织上作出更改，将两个股票巿场合併，将资讯系统统一化，你看到现在港交所股票升得那么重要，就是那时做得对”。
临危受命既荣耀亦惆怅
2005年初，香港政治波谲云诡，一向获得北京“力挺”的前特首董建华突然以健康理由宣布引退，曾荫权临危受命，出任特首，跌碎了多少政界中人的眼镜。回想当时的心情，曾荫权直言：“那时是比较矛盾的，既担心也很鼓舞，心情相当复杂。”
曾荫权说，当时让他作决定的时间并不多，“回顾当时情况，有什么人可临时掌替这工作？《基本法》规定是政务司司长做，是你承担，你根本没办法。”而北京的信心和支持给予了他很大的鼓舞，“我觉得这些信心，不但是对曾荫权，而是对曾荫权这类人，背后的公务员，价值观的认同，这对我是好大的动力。”
曾荫权说，接任特首，“对个人而言是很大荣耀，但另一方面也很惆怅，当时的问题很大，董先生的情况很复杂、很矛盾。”可是，当接任之后，一受到攻击，就忘记了这些惆怅，但接踵而来的，发觉又要释法又要什么的，“真的很辛苦，现在回头看都有点怕。”说着，他自己也笑出来。
作为一位前殖民地官员，曾荫权如何取信于北京一直是外界感到好奇的问题，对此，他自己也说“我不敢作深入估计”。他表示，自己在2005年接任特首时，在政府已做了38年，“对于我的表现，北京知道很多，做了深入的研究同调查……有多少材料北京都知道，我的缺点是什么，强项在哪里，我想北京已是了如指掌了。”
所以，他认为北京任命他，是包含了好大的智慧也是好大的勇气，“对我而言这是最大最大的信任。讲以身报国好似说的多么伟大，但当时真是没有其他的选择，人家这样信你，你怎样呢？全力以赴！”但他也笑着说，当时没想到原来两年之内要两次选举。
政制争拗必解决吁勿重蹈2005年错误
踏入第二个特首任期的曾荫权，未来五年最大的挑战，就是解决缠绕香港十多年的政制问题。他强调香港人就不能重蹈2005年的错误，“一定要有包涵，一定要妥协，没有东西可以完全满意自己的建议。”他又认为，这次政改运动，也是香港人认识北京，北京认识香港社会的好机会。
曾荫权表示，无论哪个派别，都要明白若要意见获得接受，“要有诚意，要先相信他人才行，这很重要。”他强调，政制发展要北京批准，若民主派做出不信任态度，就永远达不到。“但我不悲观，我相信泛民主派也知道，国家那么好，国势日隆，做的事光明磊落，对香港人无私的话，自然有感染力。他们也会有改变。”
